No service from call centre

I took out a Chartis hospital plan in 2011, and when I first tried to contact them last year in November they told me their systems were down, the next day I was on hold for more than 30 minutes.
I gave up and tried again today and still not getting through! I just want to cancel my policy, thats all I need.
