Why cancel my credit card upgrade?

I applied for credit upgrade and it approved, later I received a message that it can't be done no body bothered to explain to me why was it later disapproved, can somebody please explain why? caused I have been conducting my credit accordingly, Am so disappointed and confused by this. and where is my temp loan? cause it does not reflect anymore.
