I WANT MY R400, STOP FALSE ADVERTISING

This is my story. I am a foreign national with a valid licence work permit & I decided to try Outsurance so I got a quote on my S.African registered car. They told me the best premium they could give me was R1400 yet I am am currently paying R1021 for the same car with HOLLARD. The consultant tries all means to match HOLLARD and he said he could not. He even offered to change my access to R3400 from the R2000 I have with HOLLARD but it didnt help. He then told me that he would sent my details to the department that handles the "R400 cash back if they cannot beat my current premium".

He tells me to hold on as he needed his manager to override something on the system. A few moments later he comes back on and says "Sorry Sir, our system does not allow Passport numbers to be saved / forwarded."

How shallow is that?

My question is if you insure vehicles for foreign nationals with valid international licence on the same system. Yet you say the system cannot save / forward passport numbers or cannot pay a simple promotion R400 to this group. How then do you think client trust you.

Do you need an ID number to pay out a claim? I would understand if I didnt have an bank account.
