Calls constanly cutting off not receiving help!

I had an account with Hi-finance that I recently paid up month end of May I even received a settlement letter. Month end of June they debited me again but the account was settled when I called to rectify the matter I was told that the money would be transfered back into my account within 7 working days. Its been 2 weeks now and I called this financial institution again today and every call center operator keeps on transfering me to the refunds department and the phone keeps cutting and no one is willing to help me I have tried 3 times already and that departments remains unavailable.
