Taking time to resolve a recall issue

On the 27th June i made a payment into an Investec account in error, i then contacted FNB on this ans i was advised that i fill out a form instructing them to recall the funds from Investec. After being told that the process will take 3 to 4 working days, i called the following week and was told told that they only received the query on the 2nd and again the process will take 3 to 4 days form then.

On the 8th July i called and was told that they waiting on Investec to get back to them, on the 9th i called again and asked them if Investec had replied to them, they said no and this is the sixth day from the 2nd July. Now i want to know what happens if Investec don't reply these funds were meant to pay my debts and they sitting on my neck calling me everyday.

WHY DOES IT TAKE THIS LONG TO RESOLVED THIS...?
