Given the run around on loan application

I went to African Bank last year August (2012) to apply for a loan and I was told that I only qualify for a rehabilitation loan, and only after 3 months can I apply for a bigger amount. 3 months went by and I went back to apply again and I was told I still cant get a loan, I got in touch with the branch manager, he kept putting me back to the consultant who obviously wasn't being helpful. Their most popular statement is "I don't know why its declining, the system doesn't allow". Had I known that I was not going to get a bigger amount in 3 months time, I was not going to take that rehab loan for 13 months. I went to another branch in PMB and took another rehab loan as I want to see whether I will get a bigger amount end of July. I'm now paying over R470 for rehab loans when I could be paying for a loan that I really need. Ever since I've taken these loans, I've never missed a single payment, and they wont even consider me for what I really need as my history with them since August clearly shows I can afford their product. They keep sending me messages that I can apply for more, but when I do, they decline. I've spent over 3 hours on the phone with them since August last year.
