Still no response after they promise to phone back

Hi,
I received a call on last week, promising he would phone me on friday, I don't remember his name, but is is an African gentleman. I said that I want compensation for this low level of service, he promises his heart out that he would get back to me, but no phone call!!! I can't believe we are paying for this service???
