Balance on credit card not dropping

I would like to inquire about a credit card that I have taken with African bank as far back as 2008, please note that I have skipped some payments on it and then I was garnished so I have been making payments since this has been instated but for some reason the balance don't seem to be dropping.

I have also been told that there is charge of R67.00 for the cards itself I am a bit baffled as the card has not been in use since 2009 so what charges would that be and I have checked that the interest just keeps adding although there is payment make on a regular basis.

I have also phoned the call centre and they are unable to send me the statements but they are unable to as per my last comm they said that they can only have it SMS I have provided them with my cell number but I am yet to receive anything.

Please see number below that was used and no help could be offered to get to the bottom of this.
