When will we be able to make payments?

We are a national association of professional people in the health sector. We all have busy practices and have patients to attend to. Due to the nature of our Association which changes its office bearers from time to time, we need to change our signatories and the person who has access to our account to make payments from time to time as well. We have now for two weeks been unable to access our account to make payments - have missed paying salaries etc at month end. No one can help us see the process through. No one seems to know what the process is. We can never speak to the same people twice. All we are asked to do is fill in more forms. We are now being asked to fill in the same forms again. We are promised that calls will be returned. They are not.
We have complied with every request, and still remain unconnected.
