Unable to send data or airtime

I'm prepaid but I'm unable to transfer airtime or data!! I have enough airtime but it keep saying I do not have enough credit. The man at customer services could not even explain to me what the credit is about. i phoned customer services twice but they were of no help at all! The option of transferring is available but they said you cannot send data which means its false advertising!!
