UNREASONABLE BILL FROM QUEST METERS

Hello Peter, I started staying in a flat in July then July and August I paid for electricity which was less than R500.00 then end of September I didn't get a bill of electricity I then e-mailed the lady by the name of Lilanie Viljoen to send me a bill but she didn't, now end of October I get a bill of 2months which is not a problem but my problem is when the bill comes being R2400.00 for 2months when I call Lilanie now to ask what can be the reason Lilanie was very rude, even when I ask for an arrangement she said she wouldn't know why she didn't send the bill last month as she used to and she wouldn't know why was is it that much, and if i have a problem then i must give her R250.00 so that her guys can go check our meter on top of R2400 that I should pay and I must write an email to request an arrangement of payment but with a very rude and not caring tone
