Billed twice

I was billed twice for an airticket on my credit card on the 21 October 2013. I advised the airline and was promised refund within 48 Hours. Today I was advised by the manager it will now take 6 to 8 weeks without the option to book a ticket instead of a refund. I was given all sorts of excuses about their head offices policies and procedures.
