21days without line

I reported my line on the 25 march 2013 on the 15th of april they actually send a technition to my house after being without my telephone for 20 days. My telephone worked for almost a day now my line is so noisy i cant hear anything again. so now i probably need to wait another 20 days. but they send me my invoice to pay the full amount of a line i cannot use
