Fastest ADSL Bundle but only getting FAST speed

I've had an ADSL Fastest line (4/10mb) now for about 3 months and for maybe 1/2 of the 3 months I've had my true speed (4mb) and then everything went backwards so darn quick that at stages no matter day or midnight i'd only have fast internet (1mb) if it could keep up.

That carried on for long logged faults they try to fix it.

They called me twice about it and not once afterwards did they call back to tell me what was wrong, did they manage to fix the problem, what's going on, not letting me know we can only bump up your line to 3mb do a speed test day 1-1.5mb, night time 1-2mb download from java 200kbps so I'm not even getting my 3mb.

Called in to follow up on my faults ohh "dear sir your calls has been resolved" still sitting on fast internet (1bm) After I received a call from their billing department asking when I'm going to pay them all rude might I add.

When I opened the account with Telkom I asked for debit order on my account That did not happen asked for statements to be sent to me by email that did not happen till i received an sms telling me we going to suspend your line if you don't pay a ridiculous amount, NO Statements No fastest internet.
