Landline serious disturbances ADSL off

We reported a problem with our landline and ADSL about 14 days ago. And receive a reference number: 217CTK240313. We experience severe disturbances on the landline and our ADSL line is off. NO INTERNET ACCESS!!!
A week later a technician were sent to our house. He came into out house, listened to the line and then told us the problem is somewhere else and he was going there to fix it. He did not come back or check with us. We never heard from him or anyone else.
There is no way to file a new report as the Telkom website do not allow you but only state:
'Unfortunately you will not be able to report a fault on the number provided, since a fault has already been reported on this service'
We are VERY frustrated!!!
