Billing of cell phone which was never handed to me

Good day. Autopage is currently billing my account for two cell phones instead of one since from July 2012. I've called them on several occassions and they promised they will investigate and refund my money and nothing is happenning and is now 6 months. I spoke to their managers inclunding the likes of Patson Kekana who promised to get back to me but has never called or respond to my emails. Autopage keep on debiting my account and no one is willing to help and they always say my query is pending. How can a query pend for 6 MONTHS??? The service is very poor and not happy with their service at all and they refusing to put my calls to the Directors or CEO. I have never received a bad service like this and I'm regreting taking a contract with Autopage.
