TELKOM STILL MY MONEY

I have had this problem since June 2012 when Telkom started upgrading all their lines. After months of complaining, logging faults. This problem has still not been addressed. My exchange box 90m from house can't supply enough bandwidth. As soon as a few people are on the internet in my area, my latency is in the 100's - 1000's of milliseconds. It's supposed to be 8ms cause I'm that close to the box. Telkom Durbanville are aware of the issue but still the problem does not get resolved. New cards have been 'ordered' from overseas apparently. This was almost 2 months ago. I keep getting billed the full fee even though the fault is still open. How long must this carry on for, another couple of months? Telkom get your head out your bum and supply enough for the demand. This is the 2nd time I'm complaining here, but nothing gets resolved. YOU ARE MY MONEY. I work from home and need my internet to work 100% not 20%. Can somebody senior contact me URGENTLY cause enough is enough now!
