Cell C doesn't really have free minutes

I have a hybrid/topup contract with Cell C. The package is the Straight Up 200. I have discovered that I am unable to dial the emergency numbers for my armed response company if they begin with 0861.

The advertising on the Cell C packages have been 99c per minute to ANY NETWORK at ANY TIME. The free minutes on my package (200 minutes) would then equate to 99c for each of those to any network at any time. I have been told by the call centre managers that the number for emergencies at ADT (being a shared call) would be charge at 99c per minute should I call it.

BUT I CANNOT CALL THE EMERGENCY NUMBER FOR MY ARMED RESPONSE COMPANY FROM MY CELL C PHONE

The call centre managers told me that the only option in this regard would be to load additional airtime onto my package (which already has 200 "free" minutes available)

This would then mean that I would have to - on a monthly basis because airtime expires - load money onto my account just in case I need to use my EMERGENCY number.

This then means that even though I don't use all of the 200 minutes available to me each month, I need to SPEND MORE MONEY to buy additional minutes JUST IN CASE I need to call my armed response.
