Phone blacklisted a month after I asked it undone!

1) I lost my phone last year and had it blocked, and when I found it, it had not been blocked at all. I requested that it be unblocked/blacklisted, and was told that it was
2) Early this year it stopped working and the shop told me it was a SIM reader error and would take 2-3 weeks to repair
3) After a month I was repeatedly told it had "been dispatched" and would arrive the next day, and after a week of this made further enquiries and was told that it had been blacklisted and needed to be returned to MTN to be un-blacklisted. (this information took repeated phone calls Ref: 1746269 to discover).
4) Now MTN wants a police affidavit before they will un-blacklist it. They have my contract, taken out by me, with a copy of my ID so have all they need to verify that I am the rightful owner.
5) I still have no phone!
