99 Cents Not For Real

I am on Cell C Easy Chat 99 Cents For Real tariff but none of my calls are charged on that rate. For example on
16/02/2013 16:42 i made a call for 00:01:33 but i was charged 1:54! A year ago i enquired and i was told i was not on a the said plan, then i asked them to convert it to 99c For real but still.
