Shocking Service & Lack of Knowledge

My mother upgraded her phone in August 2012 to the iPhone 4 and it is refusing to charge at the moment at all. We had approached the Vereeniging Branch requesting a replacement phone under the pretext of the Consumer Protection Act whereby the consumer has the right to request a replacement of a faulty product instead of a repair. The in store manager was not in today but Neo assisted me telling me in an agressive manner that a contract was signed and therefore the CPA does not stand. Can someone please let me know since when... Does anyone at Vodacom have any idea what the CPA is? Shocking to say the least, when I tried to call the customer service number to lodge a complaint I was put on hold, I then decided on another tactic and decided to press 1 for sales and low and behold my call was answered immediately. The service is pathetic to say the least.
