Telkom closing faults without fixing the problem

My ADSL line had the following faults:
1. Noise on the line - Solved
2. Slow download speed down to 240Kbs from 5Mbs - Partially solved.
3. Time outs - Not solved
Was told that the cable on the street must be replaced as it is faulty!! Not done yet.
They installed a temporary cable so I can use the internet - Time outs still exists!!!
Fault logged for the faults from 31/12/2012:
408CRK311212, 107CRK080113, 177CRK210113, 48CRK290113, 139CRK050213, 87CRK080213
