Exchange need to be upgraded

Over the past few months I have been experiencing really bad speeds from Telkom they have upgraded the Rynfield exchange to 10MB so I upgraded my package to 10MB after about a week I phoned the ISP and they tried to sync me on 10MB but the exchange only syncs at 4MB (I live about 1km from the exchange) if you are lucky you only get 1.2MB - 1.65MB downstream they REALLY need to fix this annoying problem and we are paying for a 10MB connection we don't get most of my online applications does not work properly due to this.

They said the problem was resolved but I can still not sync on 10MB and this is the results
