Telkom - Terrible Service and Misleading Info

On 17 January 2014, I reported an ADSL fault after calling the support team on multiple occasions. I wanted to know if my ADSL line was 10 Mbps capable and why I was actively being capped on a 5 Mbps download speed. To my confusion I reported the matter as a fault and had a technician unexpectedly visit my premises whilst I was unavailable, who proceeded to downgrade my line speed from 10 Mbps to 4 Mbps. When speaking with the technician on call, I was advised that my line was only capable of 4MBps due to my distance from the Exchange, contrary to two conversations with the support team previously. He proceeded with this downgrade without my knowledge and advised me that this was done to improve my SNR ratio which was terrible at the time.

Now I am no Telkom technician, but I know that being 2.5 KM from an exchange does not merit a speed of 5 Mbps unless Noise comes into play. I therefore requested a look at the physical cabling outside as well as the cables and splitter installed inside by Telkom. I have called support a good five times and had multiple promises to get a technician onsite. I have not received any calls or voicemails thus far.
