Recurring Screeching Noise on Telkom Landline

Since 23 January 2014 I have had a screeching noise on my Telkom landline - I keep reporting the fault, Telkom assign a reference number and a day or two later they tell me it is cleared. Pick up the phone to make a call or receive an incoming call and all I hear is a screeching high pitched tone - fault is not resolved. Report the fault again and the same scenario plays out. My internet service provider blames Telkom for the slower speed of my ADSL line saying that Telkom average the speed in order to continue working. So I'm sitting with slower internet than I have paid for and a useless landline for which I have also paid and nobody seems to be able to do anything about it! Typically South African and very infuriating lack of service delivery! Sick and tired of being ripped off in this country. Somebody please do something about it NOW!
