Billed for Telkom internet that is not switched on

We applied for internet at Telkom, they installed the lines and router which is free installation included in the special. I haven't sign any contract yet, and the internet is not switched on yet, only the installation is being done by Telkom, and they send me a bill off R783.33 for something I don't have.
The best part of it all is that the special is R500.00 per month, all included.
I tried calling them 7 times, holding on for 20 minutes and yet nobody answers or responds.
I called TELKOM SA, and yet again the operator tells you to wait for the first available consultant.

This is utter madness, and I will cancel my subscription even before it started.
