Paying full price receiving half goods

I have being paying full price for 2 megabytes uncapped but do not get to use half of that due to bad lines through no fault of mine, it is not my line as it does peak now and again above 2.5 megabytes and then down to 275 kilobytes, how should one be expected to pay for a service and then get half the goods after paying full price. NOT HAPPY, this is dishonest I want to now pay half my internet bill as I receive half the service promised per contract what is paid for... what do you say to that telkom. I await a credit note.
