Are you paying for an incorrect line speed

Telkom sold me 4MB ADSL, but installed a 2Mb line and charge me for 4MB line. Technical says only 2MB available, New applications says up to 9MB available. If you don't apply for downgrade you get charged for what is not provided.
They also sell package with modem included, but it takes 3 calls to find out no modems are available.
They also say they are coming one day, report that no one was at home, but actually verbally says they ran out of time. You then go to the back of the queue, instead of staying at the front and have to wait 10 days for them to return
