PRE-LEGAL WHILE ACCOUNT IS UP TO DATE

I phoned Cell C customer service to request an upgrade and was told that my account is in legal department, tried to phone that department which does'nt exist as it's linked to customer service. I was given 084 143 9200 for legal department and have been holding on the line for an hour without any assistance. How can you hand over an account which is always receiving monthly airtime???
