Helpdesk refuses to do sim swap

I purchased a new microsim for my contract phone at Vodacom Cresta. The shop failed to activate the sim. When I phoned Vodacom customer care Marelize refused to do the sim swap over the phone because it was not an upgrade. Clearly she could do the swap, she just refused, because of "procedures". Now I am unable to use the phone until I can get to a store.
