Black Listed phones still active

I blacklisted 2 blackberries during 2013. I received confirmation and reference numbers that they are both black listed, but they are both still very much active and in use.

please that cell phones or who buy cell phones should not be able to use these phones at all. with modern technology, they should disappear completely off the radar.
