Contract amount and billing amount differs

I renewed my contract with Cell C first of all they charged a renewal fee, first time I heard about that got a contract with Vodacom for the past 15 year never ever paid renewal fee or whatever they cal, it. Yesterday 11/12/2013 I got my first invoice billing amount R150. I signed for R109. Asked Patrick and told him that I don't want insurance as the phone will be insured with my short term insurance. He agreed and told me that my bill will be R109- every month.
I called him this morning, (12/12/2013) he was in a meeting left a message early even before the store opened its now 11h20 still no call from Patrick. I want my invoice to be fixed up today or I have to go to the ICASA and we have to work from there.
