BlackBerry10 Network Service Problematic

My wife upgraded her cell phone contract to a newer contract with a BB10 device (Q5). During this sim swop we have encountered numerous hurdles and issues primarily due to a lack of information and training on the CellC side.

We were unable to configure the phone. The CellC store staff confirmed that WIFI is the way to go when initially configuring the phone and a new sim swop was also done to wipe out any other sim related issues. This is apparently a since it appears the BB10 service (little h next to network strength indicator)

After all of this we are still sitting with an issue related to Quality of Service for BB10 users (this service is different to BIS). It seems there is an existing issue (be it Technical or just Infrastructure) which is causing this problem.

At this point I would advise anyone purchasing a BB10 device from CellC to halt this process until CellC admits to an existing Service issue which is clearly apparent to any new BB10 user.
