Inconsistant Line Speed

Hi,

The inconsistent line speed on my line has reached ridiculous now, and Departments with in Axxess is passing the buck and expecting Me just to pay ever month.. I'm paying for a 4MB line on average I'm getting 1 MB if I'm lucky.. The odd occasion speedtests would be just over 3 Mbps in general is below 2..
