Intermittend and slow internet speed

About a week ago Telkom worked on our telephone line here in a complex and since then I have problems with my internet.
After phoning the call centre they say nothing is wrong and everything is allright on their side and the problem is my router. I bought a new router and fitted a new filter as well. The problem is still there and I phoned Telkom again--Told the lady that I am getting only 0.2 to 1mB per sec and lines drops off.
She tells me that in the fineprint it is stippulated that any speed is acceptable because it is said that the speed would be "UP TO 2mB" so if I get 1mB I have to live with it!!! I am paying for a 2mB line.
Yesterday after phoning telkom again, I am told that the area I am in have problems--So buying a new router and filters was a waste of time and money--Come on Telkom--Please sort this out and get the call centre operators up to standard!!! --This was submitted using my cellphone because my internet dropped out four times while writing this.
