Slow ADSL - no service/feedback

I have an ADSL line that drops to a dead crawl, I assume due to overutilization on the exchange.
The call was logged on 27 July 2013, escalated on 26 August - and yet no feedback whatsoever from Telkom as to the reason.
The NF is open at Telkom, but yet no feedback: 27BTK270713, Line: 0126569831, escalation reference number ARS 232827.
