No data throughput and pathetic voice quality

My wife has for always being complaining that she can not use Facebook in the evenings when she is at home. In the beginning of this year every person in my household got a smartphone and now I have five people complaining. Throughout this year I have logged several problem tickets and all of them just get closed with no response back to me. My latest request was logged at Head office (011 324 8000) on 30 July 2013. After several followups I was informed today that it is because of congestion and that extra resources are being implemented, an answer that I heard before.
If it is congestion please do something about it, though I doubt that it is only congestion as, like clock work, I can start using applications that consume data at 22:15. The fact that I can start using the network at a specific time every single day tells me that you are throttling the network or you have processes in place that utilize the network to its capacity.

I am at a point that I must make a decision whether I must cancel my contracts with you and move to a different network.

When I cancel my contract and return the handsets to you will I be reimbursed for what I have payed on the handsets thus far?
