Ridiculous amount to get out of an 8ta contract

I signed an 8 Ta Unlimited Voice contract (24 Months contract) on the 2012-12-07,
Now I want to cancel the contract. 8ta Customer care line 081180 has no idea what the cancelation fee will be, and refer me to the 8 Ta (Telkom offices)
On 2013-07-22 I visited a Telkom office and there they told me it will be the remaining 17 Months x R1199 R800 fee = R 21183
(This seems ridiculous, so one pays the full contract, plus a fee.)
According to the Consumer Protection Act (CPA),
o Consumers have the right to terminate their contract giving 20 days notice;
o Suppliers can charge a reasonable penalty for cancellation.
o from 1 April 2011 to comply with the CPA by changing terms and conditions
8 Ta is asking for the full amount plus a fee seems not to be in line with the Consumer Protection Act (CPA)
