Getting charged but getting 0 service

Any time i try to use data on my S3 the webpage can't be displayed. facebook app says no network while I have full signal on H after a few tries it would load, but i'm paying for every retry. so every time i open my Facebook app it doesn't load new entries, but as it is trying to i am paying for it. I have call MTN helpline (808) for the 3rd time today and got an responce of sorry they can't help me because they are offline and i'll have to call back.
