Upgrading line speede that hard?

Short story. 2Mbps All Inclusive with Mweb.
Mweb upgraded to 2Mbps line, Telkom Upgraded to 2Mbps line HOWEVER my line is sync'ing at just below a 1Mbps.

Problem is at Telkom exchange as I have had a 2Mbps line before. What Telkom doing? NOTHING!!!
I've had the technician sent out there 3 (three) times and still NOTHING!!! Mweb and Telkom have both confirmed that the problem is at the exchange SO SEND SOMEONE OUT THERE WHO KNOWS WHAT THEY ARE DOING AND FIX MY LINE AS I AM CURRENTLY PAYING FOR IT. This problem has been going on since 11 July. Its now costing me money because Telkom cant get their together.

As for your educated call center staff, tell them to think a little further then their noses as I have to tell them EVERY TIME to do a line test and sync so that they can see the problem and only then does the light bulb switch on and they do something about it.

Its PATHETIC. I know Telkom service isn't the greatest but this is a whole new level.
I don't want 20 phone calls about this report. Call me when you are 200% sure that my line is working at a 2Mbps because my next call will be a legal one.
