We have paid for 3g and cant use it

My wife and myself have pre paid contracts for data at cell c we took them at nothgate mall we have been in 4 to 5 times to get this sorted out she has called them and the guy at northgate said my wifes case is referred to head office. I paid for pre paid airtime on the13/032013 at 15:15 R 1299 on my credit card they linked it to my existing dongle which my wife had previously the service has not worked since about the 15 of June I have been in to cell c in northgate and they cant help me i have left 2 please call me's on their assist numbers no one has called back? eventually I called the head office the lady on the call centre refused to help me and refused to give me a number of who can (I HAVE PAID FOR 3 G AND I WANT TO USE IT can someone assist. I have changed my talk contract to cell c and I am regretting it and may want to cancell it. please let me know who to call to assist
