Axxess 10mb uncapped stutters and stammers at 2m

Wic15001@axxess is the username. I don't consider 200GB an unusually high amount of bandwidth usage on a 10mb uncapped account yet the account is constantly in a managed state and as such performing well below 10mb.

In fact, in certain circumstances and on certain protocols 1mb is barely attainable.

Poor form.
