Cell c is billing me incorrect

I done an upgrade, after fighting with CELL C, finally they gave me the handset i wanted, now that i got the handset, i was told that i will be paying R238.00, that was the agreement, but guess what, since i got the contract, i have never paid the R238.00, they telling me i go Content charger, when i ask the number to call those people taking money from my acc, guess WHAT, they give me a number that doesn't exist, cell c GET IS SERVICE is suppose to credit me R117.00, since February i am waiting, every time i call they say no next month, and we almost in July, still waiting for the credit
I WANT THEM TO PULL OUT THE CALL AND LISTEN WHAT THE AGENT SAID TO ME, THAT THE CONTRACT IS R238.00... IF SOMEONE CANT ASSIST ME, CAN I PLS HAVE THE CALCULATIONS FOR EARLY CANCELLATION FEE, AND CAN THE GET IT SERVICE PLS CREDIT MY MONEY... i am tired of calling 140, TIRED, than u still don't get the help u need... Cell c. pls assist or i am moving to another network.
