Ridiculous "migration" fee

Can someone please explain how on earth you reach these costs for downgrading a cellphone contract!? I have been with vodacom for 15 years, and now you want to feed me this. I have a TopUp 300, which I hardly use due to wireless ADSL and and and (its a tablet.). I want to downgrade to a TopUp 135 (since i have R679 airtime, which I dont use!), and you want to charge me R1700 to do so? To upgrade is free!? When I got the tablet, i had to pay in R3500, more than a year ago (my upgrade is usually in February) - and now R1700 "migration fee"? I dont feel that vodacom is even worth this money, because you are USELESS, with all due respect. My signal has a mind of its own, calls get cut off, service is shocking. Again, I would love a reasonable explanation on this. R1700. Its like you work on a "how can I rip this person off today" methodology. Also, please tell me how to cancel your services, there are MANY options, vodacom is my LAST choice from now on.
