PAYING FOR AN UPGRADE NOT ACTIVATED

I upgraded about two months ago to a Samsung S3 Mini with 100 free minutes (all day), 100 sms's and a 100 MB of data per month. I have already started to pay for the new upgrade tariff (R199.00 p.m) for the past two months although I am not receiving the free minutes, sms's and data. I called the Customer Service Helpdesk twice, but with no further feedback...

I am a client of Cell C for more than 10 years now... it's the first time that I experience such BAD SERVICE.
