Cant open a new line because they say amount owing

Trying to get a new line but Telkom says I have an amount outstanding from 2008!!! on a line that was closed, so then i offer to make the payment to get it sorted so i can get the new line but they cant give me a reference number to make the payment, so they tell me to call legal, legal phone line is just ringing so im going in circles, and the stupid thing is that i already applied for lines after 2008 so why wasnt i told about this outstanding amount at that time?
