BBM & Whatsapp intermittently not working properly

My daughter is using this phone with this number. Her BBM and whatsapp seems to only work now and then. She has a blackberry which is about a year old. Sometimes she doesn't receive any message and she can't send. Then without her doing anything it will suddenly connect and her messages will come pouring in. I have tried removing the sim car and the battery and rebooting the phone. I have checked it is connected via 3G. I have also gone into my "Manage Connections" and switched my mobile network off and then on again. Please help this is very frustrating. Why don't Cell C inform us customers when there is a problem?
