No Phones available at Cell C stores

I have been applying for two contract phones at Cell C store Cresta Mall, its been almost two weeks now communicating with their branch store at Cresta, and the guys are telling me that their still waiting for stock of phones to be delivered. What I don't really understand is that how can you advertise phones and encourage people to apply for contract phones but yet you don't have stock in store. This has been happening in both cell c store at Westgate mall and Cresta. Westgate just received stock last week after three weeks customers waiting of the their phones.
