Poorly Trained and Lack of Knowledge

I was on a 'TOP UP' contract at Cell C, my contract came up for an upgrade. The staff at Cell C informed me that i am going onto a 'CONTROL CHAT' and that i would get 'free minute, sms/mms and data' to which i asked if i would be able to text out side SA and to call out SA, which i was then told i 'COULD'

To my surprise i find out that i CANNOT contact anyone out side SA and whats makes it worse is the fact that i ALSO CANNOT make calls to a 0860 number!!!
