Apologies upon apologies - Ring still not repaired

My husband purchased my engagement ring 2011. The ring had 1 large pink sapphire with 2 smaller ones next to it. We got married in 2013 and purchased the wedding bands from the same store and had them made into one ring. In January 2014 one of the smaller pink sapphires had fallen out. I took the ring to the store on 6 Jan and had them send it to the jeweler to quote on replacing the stone. My husband and I had to phone the store ourselves to find out what the progress was and each time they were apologetic. Apparently the first jeweler did not have stock and they asked for a second opinion. I was told a week later this jeweler had stock and even quoted a price. We gave them the go ahead and for 2 weeks we were told that the ring is being repaired and should be in store by the end of the week. Eventually on 01/02 we got the call after having to follow up again ourselves, that the ring is in store. When we got to the store we were given the ring not repaired! I was told it was because the jeweler did not have stock. So how can Sterns quote on a repair and tell the customer that it is being repaired for - 3 weeks and then to just find out it was not even repaired!
